
The three-tier system in the Dairy Cooperative structure consists of a Dairy Cooperative Society at the village level (Primary Dairy Cooperative Society) affiliated to a Milk Union at the District level which in turn is further federated into a Milk Federation at the State level. This structure is set up in order to delegate the various functions, milk collection is done at the Village Dairy Society, Milk Procurement & Processing at the District Milk Union and Milk & Milk Products Marketing at the State Milk Federation. This helps in eliminating not only internal competition but also ensuring that economies of scale is achieved.
Any sane adult having one or more milch cows and is willing to pour milk to the Primary DCS can be a member of a Primary DCS.
Rs.10 is the admission fee and Rs.1 is the membership fee for a person willing to become a member of the primary DCS.
Nine members elected from the eligible voter members can form the Primary DCS Board. From among those nine elected members one member is further elected as Chairman and another one is elected as Vice-Chairman.
Managing Director, West Bengal Cooperative Milk Producers’ Federation Ltd. in his capacity as Additional Registrar of Cooperative Societies registers the Primary DCS.
Milk Union Board consists of the elected representatives (6-12 depending on the number of DCSs) from the Chairmen of the DCSs and one State Government Representative.
Milk Federation Board consists of the elected representatives from the Chairmen of the Milk Unions and one State Government Representative.
